When it is cheap but would cost more to make it habitable than you are paying for it of course. How can you decide this though? Well you could come over to Spain and buy a sprawling ruin in the countryside with its standard 10,000m2 of land and then start doing it up.

No electric? Don’t worry that can be sorted with a quick installation of solar panels, generator and batteries, along with a rewire and backup wind turbine can’t it? How much? 20-30k for the best systems.
No Pool? You will pay a minimum of 15k for a new good sized pool but expect it to be more if when you are digging down the excavator hits solid rock. Therefore if the hole is already in place or you can use the lie of the land to embed the pool all the better.
Interior Decoration a Bit Ropy? Don’t worry that is just a paint job here, a rewire there, a new plumbing system, totally new furniture, all the old wood stuff out to get rid of the woodworm etc… Expect a minimum of 30k even in a smallish house.
What am I saying here?
Well bargains do exist of course but make sure you do the due diligence, get a good surveyor in and imagine yourself on a wet day in the winter rather than sitting on the terrace sipping chilled wine overlooking the orange groves. Don’t fall for the romantic image think more about the practicalities. Once you have done that and you still think it is workable after getting quotes for all the jobs then go for it.
Or you could just buy a bargain where it is all already done…
